Articles are subject to mandatory review by members of the journal's Editorial Advisory Board in accordance with the profile of the submitted work and/or by scientists and specialists invited by the editorial board in accordance with the manuscript review procedure. A negative review constitutes grounds for rejection of the work (the author will be notified of this in writing). No fee is paid for the publication of articles. Graduate students have the right to publish articles free of charge. Authors grant the editors the exclusive right to use the work in the following ways:
1) reproduce the article (right of reproduction);
2) distribute copies of the article by any means (right of distribution).
Submission of material received by the editors is an implied act, creating the corresponding rights and obligations. The author's consent to the publication of the material under the specified conditions, as well as to its placement in the electronic version of the journal, is presumed. The editors reserve the right to publish the journal's materials and articles in electronic legal systems and other electronic databases.
The author may notify the editors of their disagreement with such use of their material when submitting the article. In the event of a violation of these editorial requirements, the material may be returned to the author for revision. The author is obligated to notify the editors of the changes made (by email). If the author fails to comply with these requirements, the editors have the right to refuse publication of the submitted material with a reasoned explanation of the refusal.
